Does this happen even when you're doing nothing like just watching youtube? Also does this happen on other devices like laptop or your phone (make sure cellular internet is turned off though)?

i havent noticed it on youtube since its only a few seconds and youtube predownloads or whatever but ive noticed it on multiple online games
and yea it seems to only be on my pc
