Could be your game is maxing out of ram. I know my pc with 32GB ram hits around 15700MB on msi afterburner when I play fortnite.

do you have the latest gpu drivers?
It could also just be the fortnite servers causing those stutters, I know at higher framerates it does tend to stutter a lot.
What about thermals
are you using msi afterburner to check thermals?
what kind of ram are you using?
try turning off low latency boost in settings, as you have an nvidia gpu

Ngl most likely Fortnite being Fortnite, your system is already kinda old where as the game is being constantly updated and has become more and more demanding over time. 2017 version would probably work flawlessly on your system, but... Yeah.
