Your cpu either had excessive heat, or you have a demanding software running
maybe try closing all softwares and let the pc be for 10-25 minute see where it goes from there
if it doesn’t work try cleaning your cpu, it’s not normal for it to always use it’s max potential
I have a ryzen 7 5600x and the clock speed rises depending on what software I have open and how much utilization there is
Is not TEMP, temps are fine even at gaming, is just the costant max speed, even on idle, it doesn't relax for a moment
I think is something about C states or something
Try choosing the energy saver power plan, just to see if it downclocks
I just did that, still the same 3.58GHz

What programs are open in task manager
Background processes are only using RAM CPU is at 3 or 5% utilization
but clock is at its peak, no matter what
it is, I disable Overclock from the Bios, it's runnign at 3.59 of 3.60GHz base clock

My 3600 doesn’t go below like 3.88GHz

It doesn’t usually go below base speed unless maybe if you have a power saver plan on
But ryzen performance mode is recommended
Which prioritizes performance, and probably keeps it running at or above its base speed
Why do you want it to run slower anyway
I don't want it to run slow, I just want to use it modest, not always max performance for basic stuff

Without OC its at 39C even while playing games
80C is kinda hot, 85-90C is bad

And for electronics, 70C is fine. I’d recommend turning on OC again, for more performance. If you really must, leave it off, but it’s leaving free performance on the table

Well I though It was going to go to 0.5Ghz and stuff like that, but system is using part of that too, so this is good enough I think

I always set the minimum to 0%, that way it'll return to its idle clock when nothing is happening

My 12700K clocks down to 500MHz at idle and I OC'ed it to 5.2 single core and 5 all-core

I'd try setting the minimum to 0% amd see what happens. My 12700K doesn't stay at 500MHz for too long necause there's always something hitting it slightly so that it goes to like 3-4GHz for a split-second, but that's probably what you'd want to achieve
Like nothing, still the same, even with 1 video playing 100% clock speed, I'm starting to think this is AMD nature
If you are using Ryzen master its possible it's overruling any other Windows settings, even certain BIOS-setting.
But tbh all you mentioned here so far is perfectly normal to excellent CPU behaviour. I don't get what the issue is lol.
I'ld definitely enable the OC again. Its way more likely that your GPU is the one "breathing fire" instead of your CPU.
no quiet, GPU I have it under control with MSI afterburner, doesn't even go up 60C while gaming, I think I should consider OC on CPU
My GPU goes up to 70 and my CPU up to 80, but you can be very sure its all the heat of the GPU you're feeling on my PC (and most PC's) 😀
Well not an issue, my point was, if I relax the CPU clock less energy will be consume hahha
Try putting it on eco-mode in Ryzen master
Should not effect performance in games. At least not ryzen 5 and up, i never tried lower cpu's. But it will pull way less power. Meaning way less heat.
I kinda have to use eco-mode on my gf's PC in order to not let her CPU thermal throttle lol, works like a charm
I play most of my games at 30FPS and I don't need too much power for it, so I'm trying to set everything as relax as possible
Yea, try the eco-mode. My gf's CPU only pulls up to 70watts now instead of up to like 170
