My PC will stutter sometimes even when i'm not playing games, I've tried swapping GPU, RAM, CPU & Motherboard. Also DDUed GPU Drivers, Done updating the bios to the latest verison. Reinstalled windows (I'm using Windows 11). And one of my friends told me to check the voltage of my psu using HWiNFO64, and i notice that the 12v rail is only showing 11.952 while idling. Is it normal for it to be at that voltage?
PSU is a Thermaltake ToughPower GF3 750W
