hello guys I have a serious question, may be a silly question, i have a Dell optiplex 7070 mini towe pc, Which has 260w psu. i want to use rx 5700 xt in that. Is there any way to upgrade the PSU? also I want to change the fan also. Like is there any way to do it safely?

Dell PSUs use proprietary connectors, so you would have to buy an adapter to install an off the shelf PSU into it. Also the mounting holes are not standard for that from factor so you would have to place the PSU outside of the case unfortunately, other than that it would work.
My recommendation is to just look into a LP graphics card instead, something that doesn't need a separate power connector.
I have the gpu so I want to throw that in this, I can keep the psu in the outside. is there any yt tutorial similar this?
There are some build guides about upgrading Optiplex systems for gaming, even if the year model is different the basic idea stays the same.

You also mentioned the fan, I will assume you meant the air cooler and I have to say that I can't recall if this model was one of those dumb setups where the cooler is mounted directly into the case instead of a backplate.
If that's the case, your only option is to just replace the crappy thermalpaste with something fresh and keep using the stock cooling solution.
