Clear the CMOS and try again.
LED is giving 3-3 error code which would imply that no memory is detected.
1-3-2 is also the beep code for memory related issues.
in my similar optiplex it will also do that if it doesnt like the ram config

The biggest problem with OptiPlex systems is that it's very picky about what memory it has installed.
Mainly because it's a Dell system, and Dell absolutely loves to make everything proprietary in their systems.

So if you've installed some off the shelf RAM in there, it may not actually work.
You would have to get OEM specific memory instead.

If you have the original RAM, you would be able to get it booted up with that.
You will just have to buy more of that if you want to increase the capacity.

I would honestly just look at the OEM stick and try to match that as best as possible.
Even if the post says that it's for Dell OptiPlex 3040, it doesn't specify which year model nor does it give any specs about the memory itself.
You could cross your fingers and hope it works with your system but there's absolutely no guarantee.

Also I have another issue (not related to this), but I got a dual sata power connector and when I plugged in my ssd on the same machine, the machine doesn't seem to turn on. Not sure if it's because of the power supply not being able to handle it, but when I unplugged one ssd, it seems to run
though I tried plugging both and one
