i have already tried reinstalling gpu drivers and that didnt stop the random weird glitches
gpu is fine under stresstest, gaming etc, temps, voltages, powers all of that is normal
its just the random weird stuff that looks like the same that happens with dying graphics cards that only happen for split second makes me worried, the card is under warranty, its 1 month old
the glitching (flashing white) seen in 2nd video still happens if i turn on animated window minimizing and enlarging so that doesnt explain it

this same stuff has happened in the 2 previous driver versions too
Which would imply that the issue is definitely somewhere so deep that a basic reinstall via GeForce Experience wouldn't help

I think that DDU from Guru3d is as good as place as any to start

I don't use Opera
I use Firefox
So I don't know if that's just an Opera thing or a global issue
the weird part is, that i just reinstalled gpu drivers thru nvidia, and during the reinstallation on the upper corner there was a "2nd screen"
the same size and place as what the white stuff doesnt cover
like right there

yeah you are most likely right
I doubt it's Windows, but you can do the basic command prompt as admin and sfc /scannow
I just don't think it's worth whacking our brains around this further before we've ruled out drivers completely

@fluid violet i ran ddu, and after restarting and while downloading nvidia driver i noticed the graphical glitches were still there (glitches happened when driver wasnt even installed)
I also tried different browsers and same thing happens still
Ddu ran at default settings, selected nvidia and gpu and pressed clean and restart (the top option)
and ofc ran ddu in safe mode
I think im gonna do it again and install older driver instead, since the glitching didnt seem so bad back then but i wanna hear your opinion before i go further
the glitching also happened on other apps not just browser

if that doesnt help im gonna shove my 4070 on my older windows 10 machine and see if it suddenly starts glitching out of nowhere

not sure can my 450w kolink psu handle it but as long as i dont run stresstest should be fine

I think it's such a huge risk that you ought to use the PSU from your own system just in case
Or just replace the 4070 with some other card to verify it was in fact caused by the graphics card

That's just what the hardware manufacturers do, they send all the hot units to nordic countries lol

i shut down the pc and turned off psu, removed gpu power cable and a red light went on in the gpu for 20 seconds

It means that the power had not completely drained from your system.

Usually the graphics card gives a red led when it doesn't have the power connector plugged in.

but, i am happy that this is not a hardware issue, not that it would have mattered because the gpu still has 3 years warranty left

If your system is acting super weird and is inconsistently broken
It's most likely the power supply

atm, the issues only happen randomly in web browsers, file explorer but never in games

I wonder if that's graphics card specific, I currently have an RX 7900 XTX but I used to have an RTX2070
At least based on what I read online it should be supported by GTX1000 series and later as well as RX5600 and later

Turns out it's named a bit different depending on the system and the OS version :P
It's not an Nvidia exclusive function at all
Well it supposedly improves stuff like editing and systems that don't have a great CPU benefit from it, but even their recommendation is to only use it if it doesn't cause any issues with the system lol
I don't know about that, apparently for me it's enabled at all times because of Auto HDR
