Check how much space your drive has free, also check its health with crystaldiskinfo

At this point, I would take a leisurely stroll through the steam forums and see if someone else had had this issue and found a fix

This and permission errors most commonly happen from either dying or corrupted drives; if taking ownership back and running steam as admin didn't fix it.. the only thing i can suggest is to reformat that drive and hope it works properly
It's rare for it to happen, but possible that the smart values are reporting the drive as "fine" when it's realistically about to kick the bucket
Had them check the drive with crystaldiskinfo, drive is at 91% health
But it being corrupted it a possibility
