Undervolting the GPU doesn't mean the PSU is at fault, could be a bad overclock (Would've made sense to reset it to default and test) or the GPU is drawing too much power which is tripping the PSU (although a 750W PSU should be enough) What PSU is it?
Edit: The fact your screen goes off and fans go full blast leads me to think it's more of a GPU issue than it is a PSU issue, PSU issue would cut power completely, not blast your fans

Heres the thing y as soon as i got a brand new nvme ssd causes my pc to do this?
If it was my gpu why in hell would my problem happen when i added a new nvme?
Extremely Bad timing at the point it feels fake?
I would advise unplugging all PSU cables and your GPU and just going through reseating the GPU and reconnecting all cables, from a quick Google search there are a bunch of results with the same issue and it being an issue with the GPU not being seated correctly it the GPUs power cables not being fully connected, from what I've seen in the past if the PSU is to blame it would kill power to the entire PC and require you to power cycle the PSU using the switch on the back but your PC is basically full blasting the fans which I believe is a sign of what I mentioned above or a GPU/CPU bad overclock (had a friend overclock their CPU and they black screened randomly with full fan blast)
But prime95 didn't trip it from what I read above so I doubt it's CPU related

Tried a different PSU cable to power it? And have you tried launching and playing a game with your overclock on it removed?
With the overclock removed/back to normal black screens much faster like opening seige not even making it to the main menu
Got another system to try components in? I think your GPU is more Sus than your PSU due to the fan blast happening and not a straight power cut off

To test your memory, I just remembered I had this issue on AM4 only I didn't get full fan blast and it turned out to be faulty memory

Well you can test, shut it down and remove the extra dimm, and use just one and ensure its in the correct slot for your board
Typically it's the second slot from the left but it varies by board I believe

Ive had em for a year
Dunno if extensions work the same way as the cables do but I believe certain PSUs don't like them, I've never actually used them, I've just always stuck with stock cables
Like there is a spec for each PSU and their cables, wrong cable with wrong PSU can kill it and your components

Uhh you'd basically wanna see what PSU you have then go to cable mod and just buy the correct cable for your PSU, cut out extensions completely

Maybe they got damaged when changing motherboard or something, or they may be fine and you just didn't have them connected correctly? You can always try reconnect and make sure they're seated and test it again but unsure if it's worth the risk

Try moving the sata cable from one drive to it and see if it detects and the other disappears, same with power

I have only ever had 1 SSD and that's when they first released and were expensive as hell, my current system has all nvme drives
I mean you could try connect 2 nvme and then ensure you have the SSD connected to Sata 1 but I think your GPU is using.. 16? Lanes and then 4 per each nvme which I assume for gen 3 is probably maxed out
In fact.. open GPUZ and check how many lanes your GPU is using lol
Think HWInfo in summary mode will tell you more info on all the lanes too I think
