Attatched is a recording where you can see this happening. Essentially the screen will lag very consistently every so often. This happened after I installed a program. When it started, I uninstalled the program and used a restore point to get back from before I added the program, but the problem persists. My gpu (3060) drivers are the latest, and there are no pending windows updates (though I am still running windows 10). There is no abnormal usage of cpu, gpu, or ram, no background tasks open that could cause it, and no malware was found by antivirus software. The drives have also been defragmented, which did not solve the issue either.

It is something related to the cpu. I used to have a R7 1700 and it had the same problem as it wasnt cooled properly, it was originally in a prebuilt with stock cooler.
Have you tried updating the bios?
Also restore points dont fully restore. You might have to do a clean windows install

I dont think it's bios though as it's been running fine for 1.5 yrs
