you should try disconnect the fan and boot (don’t keep it on for too long) and see if the issue continues
one of the bearings in the fan in my desktop is dying but when i give it a good whack it seems to work properly again (don’t actually try that though lmao)

Nah, believe me, if it's vibrating it's most likely your hhd, since It has a High rpm inside, it's normal and if you want to get rid of vibration buy and SSD and replace your hhd and It Will fix it

You're better off removing the hard drive, not the fan. Windows should boot fine if you have an SSD.
However, @little sparrow if you're seeing two drive in My PC, this doesn't mean you have two physical drives. You could have a hard drive split into 2.
Right click your windows icon, click Disk Management and show us a screenshot of what's in here
