#Stuttering in Baldur's Gate 3 - Do I have a bottleneck?

I get some stuttering issues in BG3 in the more populated areas with lots of NPCS. I run it at 4k, mixed high to ultra settings (Basically what GeForce Experience optimised it to). With MSI afterburner I can see that my FPS will go from locked at 60fps with v-sync down to 40-45ish fps when the stuttering is occurring. My 1% lows are around 20-25fps according to MSI. Meanwhile, MSI shows my GPU is around 75-80% at most, CPU around 55% and RAM at just over 13GB out of 16GB. Lastly, my GPU doesn't go above 70 celsius and my CPU doesn't go above 60 Celsius. So, I do not know what is wrong, I do not experience this with any other game. Please help me.

CPU: Ryzen 7 3700x no OC
GPU: RTX 2080 Super 8GB
RAM: Corsair 2x8GB 3600MHz
MB: ROG X570-F Gaming
PSU: Corsair TX650m 80+ Gold
Storage: 1x128GB SSD and 1x1TB SSD

Oh I'm having a ball of a time, but the stuttering just gets annoying after a little while lol
