#CPU always at max frequency?

Hey, bought a new pc the other day, and it has an i7 4770K. For some reason though in task manager it always says max frequency, even just overclocked it and its still saying the max. Keep in mind the cpu is only at like 3% utilization while saying this, and its normally idling about mid 30s with this overclock. Anyone know whats going on?
