#PC not turning on. Don't know the what caused it.

Unplug your PC from the wall, hold the power button down for 30 seconds. After that, clear your CMOS.

Right now my money is on the PSU but I want to be sure, could you remove it from your system completely and try jump starting it?

Basic idea is to completely remove the PSU from your computer, have nothing connected to it.
Use the paperclip, put the connector down on a non conductive surface, plug the PSU into the wall and flick the switch.

Ideally you would use a multimeter to see if you're getting the correct voltages to the 24-pin connector
But I think it's safe to say that your PSU isn't the problem here

650 can pass but its really recommended to have 750+
that being said it might not be the psu still
worse case senario i have to take all 3 (psu, mobo, gpu) to service center 😦

yes i cleared the CMOS
PC Part Picker estimates 445W so you'd think a 650W unit was enough, Asus TUF Gaming 650W is ranked B in the PSU tier list too so it's supposed to be a solid unit.

Take the graphics card out of your system entirely
If you're able to boot your PC just fine without the graphics card in your system it means one of two possibilities
- The most likely reason is that the PSU simply isn't able to supply enough power through a single cable. Use two separate cables to power the graphics card.
- The graphics card is shorted and is triggering the overcurrent protection on your powersupply
i am using 2 separate cables
- The PSU has somehow given up the ghost (PCI-E power rail is f'd for example.)

So it's not a graphics card related issue, we're back to square one
either it's the motherboard or the PSU
Since we managed to jumpstart the PSU just fine, I'm leaning towards declaring mobo as the culprit here

I would check for shorts on that second cable then
Try to see if you can just plug in that first cable and daisy chain both of the connectors onto the GPU which isn't recommended but you can do for testing
@grand bobcat like he said I would try to see if you can get The power supply swapped out
And if you really want to play it safe and you said that your motherboard is still under warranty you could try to reach out and see if they would replace it but unless you can prove that it's actually the motherboard I don't think they'll just swap it
So start with the PSU
You can RMA both, they'll test them either way.

Yeah the GPU is fine, everything you've described so far points at the PSU being the culprit here
This is why I like being a field technician and not a repair guy
I get told what to do instead of having to diagnose stuff

If you don't want any issues with the PSU, invest in a good quality powersupply from Seasonic, Silverstone or Super Flower
unfortunately they don't sell in india
Prime PSUs from Seasonic are pretty expensive but they're very good in quality and offer 12 years of warranty
Those Seasonic PSUs are all very bad, don't buy either of those
