The BIOS should most definitely not need a storage device to launch!

A corrupted BIOS maybe. Try flashing the ROM but that won't be that easy without getting into the BIOS..

I thought bios was on cmos

CMOS is for BIOS configuration

If the Bios was stored on CMOS, after removing the CMOS Battery the entire BIOS would be wiped

#

That also explains why the BIOS is reset after removing the CMOS Battery

Try if that works, if not it's most likely ROM or a other motherboard issue (damaged capacitors, etc)

Could also be the Power Supply..

I believe psu is good as everything is powered and seemed good last time whereas motherboard has had been abused slightly

it's only ddr3 anyway I dont mind replacing it.

Yea DDR3 boards should be really easy to get and cheap, No Problem!
