Just noticed that you had an OEM windows license listed at $118, I suggest buying a full license from Microsoft for $139 instead https://www.microsoft.com/en-us/d/windows-11-home/dg7gmgf0krt0 which will allow your friend to change computer/motherboard in future without having to buy another license. Especially with a $1500 budget it's only a $20 difference, no reason to cheap out on that.

4060ti and 13400f are the most pathetic cpu adn gpu for price to performance currently
windows is literally free and you can remove the watermark and customize background, etc

4060ti is only 5% faster than the 3060ti at 1440p, loses in 4k to the 3060ti lol
6950xt is relative to 4070ti/3090ti
around 50-55% faster
its why none of them have sold whatsoever
only people who actually bought it are reviewers
look at the generational uplift
since u already have the 3060ti a 4070/3080 or higher makes the most sense
used 3080s sell for less than the 4060ti
