Just noticed that you had an OEM windows license listed at $118, I suggest buying a full license from Microsoft for $139 instead https://www.microsoft.com/en-us/d/windows-11-home/dg7gmgf0krt0 which will allow your friend to change computer/motherboard in future without having to buy another license. Especially with a $1500 budget it's only a $20 difference, no reason to cheap out on that.
