Anyone know why when I alt tab out of some games my system/cursor becomes low fps and laggy? Specs: rtx 4090, ryzen 9 7950x, 128 gigs of ram, 850 watt psu.

at least i know for one game when i tabs out it caps my games fps to like 30
could it be capping the whole PCs fps when i tab out for some reason cause that's what it feels like?

i can't see how it could be my pc not being able to handle running a game/discord and chrome at the same time
while i have the game open and i check my taskmanager it says my cpu is at like 5-10%, memory is at 12% 2950mb about, and gpu is 10%
