#PC Stuttering/lagging at desktop

last 3 days or so ive been experienced strange lagspikes, like everything on my pc would freeze for about a second or two, then unfreeze, 3 times out of 20 it freezes so hard the audio gets looped. nothing to crazy, but really annoying, also since all my hardware is new, bought like a month ago except my gpu and drives. so far ive installed latest drivers, windows update (even though i reverted it cuz of an issue), ive run sfc scan and memory scan, it seems to happen slighty less today atleast, ive also reinstalled windows (keeping files) but it has happened twice since that
