That's extremely low. Your fan curve is just way off

That can be adjusted in the BIOS or your motherboard's windows software

It's impossible to mess up, as it forces you to ramp to 100% once the CPU gets too hot

#

I'd keep it at 30-40% until it reaches 60+ C, then ramp to 50%
