could get a whole 7600 at that same budget and decimate any potential 5700x OC

TDP is 65w, in load 85-100w, cooler is 250w in specs, about 180w-160w real

it is not 5800x with 105 tdp stock

if the 7600 is aruond the same price go for it as it comes with a cooler
look for cheapest ddr5 5600 cl32, 6000 cl36 or lower cas then that
cheapest b650 or a620 board
cheapest nvme that is enough storage for you, the speeds dont matter in games
psu wise as long as its a 600w c tier or higher
case as long as it has airflow
