overkill cpu for that gpu
2 things
1 the gpu brace is WAY too high and might even brake the pci socket
2 just so some cable manegment
Also the cpu is too much for the gpu

Only air coolers that can barely cool 13700k are noctua NH-D15 or deepcool air cooler and both block the ram modules on mobo
they are gigantic coolers
Hold on you are talking about keeping cou cool during stress test.
An NH-D15 would keep an i9-13900K cool during gaming. Gaming uses like 30% cpu
my grandpa pc cooler can keep an i9 cool at gaming cause it aint gonna be used more than 30%
If it keeps an i7 just about under throttling during a 100% stress test thats good enough for me
But yeah i would never get an i9
If i needed i9 performance i would wait for an i5 a few gens down the line
NH-D15 almost blocks every ram module because its as big as aletta ocean tities
