#Lines on screen/Distortion/Choppyness can't figure out what's been causing it appreciate any help.

Hi, I used to have a 3080 with 3700x and even though I had good fps my games weren't that smooth so 6 months ago I was able to get the 5800x3d and my games were silky smooth it was insane but after like 2 weeks my games started to become choppy and very unsmooth and then I went crazy trying to fix it. I've reinstalled windows, reset bios, tried different cables which im assuming isn't the case because it shows on video as well, I've also tried another motherboard. I've tried many different settings like g-sync hardware acceleration and different power plans. I believe the hardware performance is normal as well, When playing CPU and GPU are around 70C-75C and task manager shows 10-30 percent for cpu and 70-100 for gpu. I really don't know where to go from here without wasting money so I'd appreciate if anyone has insight on what is causing this. Also im not sure if this is from the same thing but sometimes when watching videos the page freezes and I have to use task manager to close it and for some strange reason I can't scroll down using my mouse on twitch only. https://www.youtube.com/watch?v=2ORSEWV3gYE This is a video of me trying to show the distorted lines in FFXIV cause I think its kind of the better games to show it and the colors changing is me turning on G shade to better see the lines.

Games aren't smooth and are choppy despite good fps.

honestly, it sounds like it may be hardware related but i will leave that for someone else to be more definite on or you could reach out to gigabyte support as well

These lines started showing up today on my computer around the tabs of things I have open. I would appreciate any insight anyone has on what is causing this I'm scared my pc is going to stop working soon.
