I'd try to stretch the budget to fit a 5700 XT

Under full load the 580 draws like 180 watts and the 2600x only draws like another hundred during peak all core load

Transient spikes only became a problem the last 2 gens or so because the high end cards shot up in power draw so much

#

Older cards have them still obviously but they don't draw enough power to begin with to make it a huge issue
