laptop brightness is locked at max even if the slider changes. I had moved to linux since win10 would often uninstall and install older amd display drivers after every update,hoping that this brightness issue would get fixed . Also Any chance this could be a hardware issue.

Alright, please check that you have a brightness utility like light installed. If not, install light and try to run light -S 80 or any number. The number indicates the brightness.
