i honestly don't understand why people want silent fans
my pc has pretty cheap fans and the computer only makes a slight whooshing sound, doesn't bug me
just stick with what comes with the case
and alter your gpu/cpu fan curves if they are too loud
(which they shouldnt be, at least with a 7700 and most 4070s)

you dont need to fill up every possible fan slot to have good airflow
same i got some cheap unknown brand fans 3 for 10 bucks and they work great
