You could give running DISM and sfc a shot, but i've doubts it'll help based on that artifacting, do the commands in this order from an admin command prompt:
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
sfc /SCANNOW
afterwards, reboot and see if it helped

Oof it does look pretty bad.
When in doubt, reset bios. That's about the only thing you can still try at this point.
But it does look like you might need a new graphics card, you should try and see if you can borrow a different graphics card from someone or somewhere. Even if it's like a dusty old one from a prebuilt.
If your problems disappear then it pretty much just confirms it.

I know it's a wild goose chase at this point but it could literally be anything.
But I think we've ruled out graphics card at this point.
This is semi-normal for windows, i've always had intermittent issues with the gpu showing in windows task manager.. as long as you've got the display plugged into it and you've got output, it's working (5900x does not have integrated btw)
Using DDU to uninstall old drivers and installing fresh for the new gpu in the system should fix wonky issues like that but it is windows so might not
Most important thing to test, is whether or not the same issues you were having before are persisting

Next time it happens, check event viewer > system and look for any error level events, may hint to what's happening..
Considering it's actually restarting, and not just cold powering off.. i have vibes it might not be PSU
Also, check that all your cables are correctly seated in place.

I dont think it connected to the PCI-E slot
because i had the same problem first when I connected it to the second one
the drivers where the problem in this one
If you had the same problem with GTX1050Ti before doing a fresh driver install, the issue was definitely just driver related.

hmmm if it was something about the bios the bios reset wouldn't have solved that already

If that was the case, replacing the graphics card wouldn't have worked.
Also, the drivers got uninstalled and reinstalled multiple times here, it's pretty clear that the issue is with the graphics card itself.

There just isn't much else to it. Like unless the 2070 suddenly starts working just fine in a different system, it's clear that the graphics card is broken.
I did suggest flashing the vbios, but it seems like Gits isn't comfortable doing it.
People do it all the time. Yes there is a risk but the card is basically useless now 🤷🏻♂️
