business liquidated lenovo p520 systems are dirt cheap and you can throw in a 10 core 20 thread xeon w-2150b for under 120
w-21 series xeons have the same core efficiency as 7th gen i series cpus but pack many more cores for the price
used RTX 3080s are 380$ +/-
Any build over 700$ nowadays should have a 3080 imo because of how cheap used ones are
For a lenovo p520 you can use ddr4 ecc which is dirt cheap so you can throw 64gb at 2933mhz in there for like 50$
The total for my lenovo p520 builds usually comes to 650 and i flip them at 950$
For about 200$ more you can snag an i9-10850k, lga 1200 motherboard, and 32gb of ddr4
10th gen intel/3rd gen ryzen or newer are important if youre going to spend a lot on a pc
10th gen intel and 3rd gen ryzen are the first cpus to support resizable bar (allows your cpu and gpu to share memory)
also get a good psu. Gold or platinum rated 800w or more

I'm a supporter of people building a pc for the first time.... but there is something to be said about getting a prebuilt with a warranty. I recently lucked out. A friend of mine sold me his alienware with a 13900kf and a 4090 for $1500. Im giving it to my son for Christmas. Good Luck with the build! Or what ever you choose to do!
