Did you just build it?
Sounds like you are Windows 95 where the system goes into a halt state and you have to shut it down manually 😄 Maybe a wonky Bios-Setting?

Reset your bios to factory settings, here's how to do it for 10/11.
Windows 10
Settings - Update & Security - Recovery - Restart Now
Windows 11
Settings - Windows Update - Advanced Options - Recovery - Advanced Startup.
Troubleshoot - Advanced Options - UEFI Firmware Settings - Restart
Anything past this point is different for most people, find the setting to reset settings to default then reboot.
If that doesn't fix it then try messing with your power plan settings, heaps of guides online for that, the sleep setting may be the issue.
Doesn't clearing the CMOS do the same thing
For the hell of it, open command prompt as admin. Type this sfc /scannow wait for it to finish. If it finds corrupted system files, it will fix them. Restart your system [not shutdown]. After starting again, run the same command and make sure it comes back with a message saying no corruption was found. After this, attempt a shutdown.

Just provided a solution everyone can do, laptop, or desktop because it was kind of unclear which he was using. Not many people like opening their laptop soo
