You might be picking the wrong settings, throttlestop always gives voltage control

And as far as I know Intel isn't limiting what users can do about voltage control

your hurting your system more with thermal throttle then lowering the power 100%

make sure you press turn on, alot of people change it and then never do that ๐Ÿ˜‚
