You might be picking the wrong settings, throttlestop always gives voltage control
And as far as I know Intel isn't limiting what users can do about voltage control

change turbo time limit to 20 and PL2 to 30w, press ok and then click save and then click turn on
your hurting your system more with thermal throttle then lowering the power 100%
make sure you press turn on, alot of people change it and then never do that ๐
well you set it to 30w so that is expected that it goes past 22

also furmark is a gpu test not a cpu test
have you done a clean windowsx reinstall to fix your drivers?
