Used Dell/hp workstation for like $150-$200 USD would work just fine. New 1080p 24” monitors sell for about $100 new on Amazon. Some are even 75hz. But you could probably get a used one for cheaper.

i5 6500 + 16GB RAM + SSD is going to feel plenty fast for dad-online purposes, you know? $75 generic 1080p LCD later and you've spent less than half his budget
And then, you can stalk eBay for a cheap gpu, and get a decent gaming machine
thats pretty fast
one thing I need is a good amount of storage
schools office pcs tend to get full really fast
that's one great thing about DIY
you can just skip the whole upgrade process you know
nothing stopping you from dropping a 1TB SSD in that machine... or one you build from scratch!
