Why do you have 2 Ethernet? Your connecting to 2 different routers?
i have an wifi router with insanely slow speed and i have mobile data with insane good speed so i use it both
and i want to get better wifi but i think the contractor wouldnt let me to cancel yet

Ethernet 1 or 2?
Ethernet 1 has good speed Ethernet 2 has good ping
Have you tried using opendns on ethernet #1?
Like changing the dns to 1.1.1.1 and 8.8.8.8?
your mobile data does not use ethernet???
Honestly I'm getting an living remote kind of vibe, likely the only provider they have access to at the moment is absolutely shit in speed but good latency and they are also probably using a 4g router of some sort for better speeds at the expense of latency because it's 4g

Like jasper said, a good dns is probably the best you can do, 1.1.1.1 is the fastest and as 2nd 8.8.8.8 from google. I don't believe there's a windows equivalent of 'wifi-assistance' found on iPhones, so aggregating 2 connections isn't really an option.
