Steam downloading issue

my steam download goes from 30mbs to 0 can anyone help pls

what are you trying to download the game onto @shrewd osprey

for example HDD SSD M2 external HDD

It's been years since I've installed Payday 2, but last I recall this is normal because of how their game files are distributed. If I remember, they download chunks of the game, then unpack the chunks before downloading more. Many other games do this too, but I remember Payday being very aggressive with this in the past.
