#slow laptop CPU usage

What are the specs of the laptop?
There’s a chance you’re looking at two different CPU usages.
One good first step: open task manager ~> Startup, sort by Status and take a screenshot
Go to startup tab, sort by Status, THEN take a screenshot
Right click and disable almost everything there that's enabled - Edge, Onedrive, HFSystray, Sentinel, etc
Windows Security can stay on. That's it really. Also Malwarebytes, though personally I find Windows Defender to be enough.
Then, reboot the computer
Wouldn't start items not be the problem though if according to task manager it's only 12% usage? It's not going higher than 12. But hwmonitor says it's 100%
I did disable the not needed ones
Send a screenshot of hwmonitor's reporting of 100%
You sure you're not looking at the Max column?
I found a miniunz process that according to Google can either be a Trojan or a Dell driver....
