#slow laptop CPU usage

My laptop is really slow. Temperatures are fine. However the CPU seems to be throttling based off resource monitor. Task manager says CPU usage is 23% while hwmonitor says it's 90%. Why is it different

What are the specs of the laptop?

There’s a chance you’re looking at two different CPU usages.

One good first step: open task manager ~> Startup, sort by Status and take a screenshot

Right click and disable almost everything there that's enabled - Edge, Onedrive, HFSystray, Sentinel, etc
Windows Security can stay on. That's it really. Also Malwarebytes, though personally I find Windows Defender to be enough.

Wouldn't start items not be the problem though if according to task manager it's only 12% usage? It's not going higher than 12. But hwmonitor says it's 100%

I found a miniunz process that according to Google can either be a Trojan or a Dell driver....

It went down as soon as I took picture to 91

It seems normal after I did a bios update
