Has the performance changed over time? Or are you just paying more attention to it now.
You can use programs like throttlestop for your cpu and MSI afterburner for your GPU to lower temps.

I feel like my GPU does not work properly and lets my CPU do all the work
As the GPU I only use the 3060 mobile
The fps shooters are more cpu demanding than gpu demanding as you usually play on the low settings which are not really that graphically demanding, that's why you will see that your cpu usage is higher and also u can achieve (potentially) higher fps by doing some tweaks such as undervolting your cpu, gpu oc, debloating etc and considering that you have a 3060 mobile yes you should in fact achieve a little higher fps but gaming laptops are ass so yeah..

You never told us your specs so i didn't know. Only Intel CPUs are supported
