Only way of really fixing this if you cant access anything on the computer is doing a clean install of windows

You need to do it through the bios, it didn't wipe your windows installation. If you did it properly it will prompt you to insert a boot device or go to the bios

yeah i was going to tell you to press shift and f10 to get to command prompt to convert

it just wants to know where you live so it can set the clock correctly
