Have you installed the latest Nvidia drivers?

Is your monitor plugged into the graphics card?

Java Edition, right?

Open Task Manager and see what GPU the Minecraft process is running on

In the performance tab what is GPU 0?

Is there an FPS cap?

#

Also, what version of MC are you attempting to play?

1.19.4?

Your RAM and CPU are under utilized as well?

Can you send a screenshot of the F3 menu?

Try the official launcher?

I would try getting sodium and iris shaders since you're already using fabric from what I see on your screenshot. This will multiply your FPS by like 1.5

The problem is that the game isn't utilizing their GPU's full performance

But sodium optimizes Minecraft a lot more, making it take advantage of multiple cores on your CPU iirc

what cpu do you have? minecraft is a very cpu bound game with it using only a single core

are you using optifine or fabric?
