I'm thinking he has XMP/DOCP enabled and needs to clear CMOS to see if itll POST. Then fix his drivers with DDU / reinstall the driver he attempted and then after all that is successful reenable his XMP/DOCP profile

I had the issue with nvidia drivers, and rebooting makes it 10x worse .
