I'm confused as to why is this happening but I've been dealing with my PC not being able to run properly, runs terribly slow, already ran most things that I could and oddly enough none of them were able to complete their processes, even installing Windows again with an USB failed
Laptop is HP Pavilion Gaming 15, 8GB RAM, i5-8300H, GTX 1050
Something curious I've noticed is that it doesn't even heat up when used as well, as if it was completely capped

its a laptop its bound to slow down all laptops do it in a way to preserve the health of the battery, almost all manufacturers do it even phone manufacturers

It was used, and it seems to be from 2019
Update started it on safe mode and it was fine, I can't put my finger on what is going wrong with it system wise so I'll have to reset it

i doubt you will be able to get more performance out of it, those specs are starting to get somewhat dated now.

Something really weird was going on because the laptop didn't heat up in the slightest

well to get the best speed out of this era laptop , get windows 7 - 10 and use the laptop when the power supply is attached
