Oh check how dirty the pc is
This feels like a very dirty old pc
Bad dirty pc needs to get a cleansing 
Basically overheating issue 
def need more info, what type of mainboard, the flashing might be error code you get, but without knowing what mainboard it is, hard to say. Question is if it even restarts when in bios. Or if it is a boot problem
It restarts bevor I can open BIOS

Not sure the mobo has a cpu temp Display. It Was around 40-50°
did you do the switcheroo ? Swap out stuff if possible to see if it boots ?

The PSU is not that old, I used it before and worked well.
tried it without RAM and no HDD. Only CPU, still not working
so next things i would try is removing the case pins, and shorting to start. (that basically removes the possibility of the case power button having an issue)
if that does not work, resetting cmos would be the next step and testing again

so according to the manual the light is for debugging, i dont have an msi board 😄 but in the manual you can see the debug codes what they mean
the thing is i have no idea how to interpret the blinking 😄 googling it at the moment

does the cpu fan even spin up ? did not see it spin at all

okay i would try a cmos reset, hopefully some settings are messed up and that fixes it
i assume you know how to do that ?
if that does not work, next step i would do is reseat the cpu, new thermal paste ofc. check all pins
i still tend to think the psu might be an issue, ofc no way to test that without another psu
but clearing cmos is easy thing you can test, and checking cpu is something you can do without getting a new psu
there is also the paperclip test you can do to short the psu to test if it runs on its own, but i do not recommend to do that if you do not know what you are doing.

The motherboard has a cmos clear Button.
Also I have removed the battery
okay yeah now only thing left is testing psu and/or cpu

it restarts so fast, that I cant even open BIOS...
I think the mobo is broken!
The PSU standalone is working...
I also tested the mobo without anything attached.
Only thing I can try next week, is a new PSU I ordered for my main PC.
