#stuttering and low fps

Recently built my first pc, first few weeks it was working fine now its stuttering in almost every game.

Specs:
CPU: i5 10400f
RAM: Hikvision U1
MOBO: B560M-A pro
GPU: rx 6500 xt
Monitor: samsung g50a

Things ive tried:
-DDU and AMD cleanup utility
-Tried 3 different drivers for GPU
-Disabled xbox gamebar
-Enabled XMP
-Reseated ram
-Reset all settings in AMD software to default
-Windows memory diagnosis (no errors)
-defragmented drives

Note:
My ram had this problem before where it clocked down to 800 MHz by itself and sometimes wouldnt let my pc boot (debug lights also showed it was the ram). Reseating ram fixed it. After a no error memory test it showed 3 pink box type things for a split second but i never had any problems with ram after that. also the gpu vram clock is always above 1076 MHz, it didnt do this before.

Also turning down the settings in game doesnt do anything the frames do go up but the stuttering is still there, i get dips to like 50 fps from 200-300 every few seconds

when you load the game how much memory are you utilizing and is the game loaded from one of the hard drives or the ssd?

pretty sure resizable bar doesnt work with 10th gens

it does - I have a 10700k though my 2080 super does not support it. it might require a bios update though.

yeah above 4g decoding opens up the option for resizable bar.

starting to think maybe your ram is to blame since you had issues with it in the past. try a more intensive memory diagnostic
https://www.memtest86.com/download.htm the windows memory diagnostic does not check the area where windows is loaded into.
well none of the memory diagnostic tools check the area they are loaded into.
You just want to find the one with the smallest foot print in memory.
which memtest86 seems to be.

nope its a diagnostic tool - you can actually use the results to prove it is defective.

Oh yeah one thing to note i use usb tethering since i dont have a lan cable set up rn

Well stutters happen from assets being loaded in or memory being to full and the OS dumping stuff to the swap file (hard drive or ssd)
Or from memory error issues/bad timings. Every time the system has to correct an error where ever it happens.
Bad drivers can cause issues too - but that is on Par with memory errors.
you can try -

dism /online /cleanup-image /startcomponentcleanup && dism /online /cleanup-image /restorehealth && sfc /scannow```

that should fix any system(windows) driver errors

another thing you can try is disabling xmp profile.

I personally went through 3 sets of ram to get my system stable. 😭 - it came down to corsair not really doing a good job on timings and sub timings with the xmp profiles - and micron jdec 3200mhz being amazing for oem memory.

yeah I would try it at 2133 first see how it performs, then changing it back to xmp profile and manually adjusting the cl18 to cl19.

dont use userbenchmark, they are incredibly biased towards intel products.
