its not lol
if its not doing anything then it will lower its clock, 0% isnt 0% lol, look at task manager and go to processes tab, click on cpu and it will sort by whats doing the most, as you scrol down you will see a bunch of apps doing things
look at your cpu graph you will see that the graph fluctuates as you are using the pc

base clock is what it is capable of doing, does it mean its always going to be 3.8? no
in theory just windows stuff shouldn’t be enough to make it run 3.8, but it never goes lower than that, and i know it should because it does with some people as i read online
My intel Core i7-9700 regularly clocks down to 800MHz when my PC is idle, but as soon as it has to do something, it shoots up to 4.5 GHz
that's what i'd like my ryzen to do
