define "budget"... some "budget" CPUs are worth more than a lot of people's entire rigs, it's all perspective.

something along the lines of a 13600k / 7600(x) are affordable compared to higher core count variants which have diminishing returns for gaming but would be anemic for many kinds of content creation or other workloads. if those are too much, older generations / the used market are your friend as CPUs last a super long time. for gaming workloads, I'd look at a 5800x3d / 5600x / 3600x in order of decreasing value, or on the intel side the 12600k / 10600k / 9600k. on the content creation side, core count matters more than IPC, so for a given budget, paying the same amount for an older generation of chip with more cores is the way to go, i.e. getting a used or old stock 3950x instead of a 7600x
