Graphics card reaching 16 fps in doom eternal

My gtx 950 is reaching 16 fps in doom eternal after i did some cleaning in my pc. Before i did cleaning the gpu used to get 56 fps in doom eternal

settings (after cleaning)
All Low
1280x720p
Result: 16 fps

Settings (before cleaning)
All Med
1920x1080p
Result: 40-60fps

I tested some other games and got the same result low fps.
What could be the problem? maybe VRAM?

The games i tested:
Doom Eternal (16 fps low 720p)
NFS Heat (30-40 fps low 1080p[used to get 60-100 fps])

Minimum for the games:
Doom Eternal (1050Ti or RX 470)
NFS heat (GTX 760)

PC SPECS:
i5
gtx 950
650w psu

Since you cleaned did you also check your Doom eternal settings?

i mean the vram was maxed

3gb vram at 720p low and my gpu only has 2gb or 2996mb of 2000mb

did you run any overclocking GPU software before?

if you uninstalled some overclocking GPU it could be stuck on that setting?

gpu isnt overclocked with msi afterburner i just use it as monitering
