I've been experiencing stuttering in win 11, but every game runs flawlessly. Done a clean install, all drivers are up to date and downloaded from the right places. fTPM is disabled (seems to be worse with it on). All temperatures are within normal parameters.
My specs:
Ryzen 5 5600
RX 6700
Gigabyte b550-ds3h (yes bios is up to date)
16GB 3200 mhz RAM
m.2 4.0 pcie SSD - 500 GB
corsair TX750M psu
