So I installed 2 RAM DDR4 16GB 3200MHz XPG SPECTRIX D50 on my pc and since that day I have some stutters while editing or playing media apps,I can't close the windows right away and can't Alt+Tab for 2 to 3 seconds

Try going to bios and set it with xmp/docp. If that doesn’t help. Then unfortunately shitty ram.

try running ram diagnosis (like memtest86 or the one from windows)

Even slow RAM shouldn't cause 2-3 second delays doing anything. That said, my new laptop has a couple second delay launching things from shortcut keys so I'm blaming Windows. Have you tried going back to your old RAM to see if the issue goes away?
