#how to get performance on low end pc

I don't think that you'll ever get a very good gaming experience, but your computer is similar to an old laptop that I had. The good news is that there are a couple of upgrades that can make things faster, but at some point you'll be chasing bits of performance here and there and those bits will add up to a new computer. LTT has had some good videos on buying used business computers and turning them into gaming computers, though that's always a bit risky considering they are older and have no warranty. In my case with my old laptop, I upgraded the HDD to an SSD and increased the RAM. Those two changes alone brought huge usability gains as far as boot times and program load times, but once everything was loaded, it still ran slowly because of my anemic cpu.
Not happening on an Atom.

32gb of HD space is not gonna be able to run a lot. https://www.techrounder.com/technology/best-3-windows-alternative-operating-system-for-low-end-pc-laptops/
How you're even running an OS with such a small HD is amazing. You could probably make that into a neat little emulator box...but...yeah
I'm skeptical.
