#DVD drive keeps refusing to burn to disk

Could be bad blank DVD media, could be a worn out drive laser, could be bad communication between the drive and computer, could be the alignment of the sun, moon, and stars. 😄
In all seriousness, a good way to test things out is by attempting to burn something anything using a low-level basic tool like ImgBurn.

Sounds good. Logic here is if you can burn a bunch of files (music, videos, documents, etc.) to the same blank DVD media using ImgBurn, it points to a problem with Sony Vegas. But if nothing burns successfully, you probably have a worn out DVD drive or some other strange problem causing communication issues.
