The B660M does not ship with a BIOS compatible with the 13600K. You will need to flash it before you can proceed.
yeah I thought that might be the case, and I got a 12100f. when I put that in, nothing changes

Okay some boards require that you remove some standoffs. See that you have no more standoffs than mounting holes on your board.

If there are standoffs that go beyond your board coverage, you don't need to remove them.

Do you have another 4-pin CPU power cable? This could also be a 8-pin block made up of two 4-pin blocks
I wonder if your Motherboard is refusing to start up because you do not have all the CPU power inputs occupied?

Yes you should have another CPU power cable. That PSU ships with two EPS 8-pin cables.
See if you accidentally used one as a VGA cable

Oh, no it is possible for a EPS cable to slot into a VGA block on this supply. Check that you didn't accidentally use one of the CPU cables on the graphics card.
oh sorry for the confusion, I have 2 CPU cables already plugged into the PSU along with the mobo and GPU cables
thought you wanted to see the PSU sockets w/o the cables so I took them off

You can try swapping the power supplies and see if it comes up
