if u care about ur data at all, its probably a better idea to replace the hdd
cos data recovery is even more expensive
but that said u could probably fix the corrupt windows with an windows installation usb

Quite a few toshibas have proprietary drivers which renders an install usb pointless
And finding the drivers in my experience is more of a pain
oh
Unless he has the cd supplied with the system then he's gonna have some tough luck unless he has a linux usb for a live environment or the toshiba cd it comes with
But yeah the toshiba site for drivers is shocking
