just use windows 10
you should be able to install windows 10 pro without internet
but if you really want windows 11 you need to make sure your pc has an internet connection via cable or via a wifi
@burnt plank most likely a driver issue
Plug in your phone and use USB tethering until you can install the drivers

just press shift + f10
enter this
OOBE\BYPASSNRO
and press enter
should have a button you can press to bypass it on the screen when it comes up again
CTRL+SHIFT+F3 into audit mode. Create your user profiles then exit Audit Mode and skip OOBE
CTRL+SHIFT+F3 will also allow you to fix any driver and software issues
You still have to install drivers for that to work....

I always use audit mode to create my accounts and install software and then just straight skip and disable OOBE.

I recently installed W11 after my PC-build and suffered the same issue, but i fixed it.
